課程概述 |
Provides an overview of the issues involved in infrastructure policy and governance, as well as an introduction to the skills necessary for solving the various analytic and managerial problems that are peculiar to this area. The following concepts, tools, and issues are presented in both public and private sector cases: alternative models of decision-making, politics, transaction costs, project delivery, governance modes, stakeholder valuation and analysis, and government-based regulation. Examples are drawn from passenger and freight transportation, telecommunication, dam, power plant, waste treatment plant, etc. One-quarter of the classes are lectures and three-quarters are case discussions. |

課程目標 |
- To provide a basic understanding of some of the most important political economy issues for infrastructure policy and governance.
- To understand the role of infrastructure planning in growth management efforts.
- To understand the relationship between infrastructure planning and politics.
- To understand the infrastructure finance process: including knowledge of the vocabulary, trends, important relationships, processes, and theories.
- To understand the assumptions and values underlying infrastructure governance modes.

課程要求 |
Students will prepare three team homework assignments and a team project paper, as noted below. Additional handouts will describe the assignments in detail.
- 2 Team Response Short Papers on the “required readings” for selected sessions: each at 15% (team of 2 members; 2 - 3 pages, single-spaced; due on the topic dates specified)
- Team Project Paper: 50% (each group with 3 – 4 members)
- Participation: 5%
